This website is operated by Bloomin Learning Private Limited ("BLOOM", "we", "us", "our"), the company behind the BLOOM UPSC offerings.
02 What this site is
This website tells you about our offerings (Visual Notes, DOJO, PRISM, the 2027 Program and 1:1 Mentorship), lets you read sample chapters and build a free study plan, and is where you buy a plan. Once you have joined, the material itself opens at app.bloomupsc.com with the same login.
Plans are sold as access for a stated period, not as downloadable files. Notes are read in the app and on the website. They are not supplied as PDFs and there are no printed copies.
03 Buying a plan
Prices shown on this site include GST and are in Indian rupees. The plan you choose gives you access for the period stated at checkout, normally twelve months from the day you pay.
- Your price is held for 12 months. If we raise prices during your period, you keep the price you paid.
- You never pay twice for the same thing. If you start with one plan and upgrade later, what you already paid is credited against the upgrade.
- Material arrives as it is released. Where a subject or module has a stated release month, that date is shown on the site before you buy. Dates can move, and we will tell you if they do.
- Your account is for you. Sharing a login, or reselling access, ends the subscription without a refund.
Payment is handled by our payment provider. We do not see or store your card details.
04 Refunds and cancellation
Seven days. If a plan is not right for you, write to founder@bloomupsc.com within seven days of paying and we will refund you in full. You do not need to justify the decision, and we will not ask you to sit through a call first.
- Refunds go back to the method you paid with, normally within five to seven working days once approved.
- Access ends when the refund is issued.
- One fairness rule, which protects both sides. The window is for trying and deciding, not for working through a plan's content in a week. Where an account has consumed a large part of the material inside those seven days, we will look at the request individually rather than decline it automatically.
- After seven days we do not refund the remainder of a period, because the material is available in full from the first day.
- 1:1 Mentorship follows the same seven days from payment. Where the fee is split at a checkpoint, the second instalment can be declined at that checkpoint and nothing further is charged.
- If we withdraw a product, or fail to deliver something we listed at the point of sale, we refund the unused part of your period whether or not seven days have passed.
You can cancel at any time by writing to us. Cancelling stops any future renewal; it does not by itself trigger a refund outside the seven days above.
05 Registering interest
You can also register interest without buying anything, so we can notify you when something opens. When you submit the form, you confirm the details you give (such as your email) are your own and accurate. We'll only contact you about the offerings you selected. You can ask us to stop and to delete your data at any time — see our Privacy Policy for how we handle it.
06 Our content belongs to us
All material on this site — the notes, illustrations, sample pages, text, design, and the BLOOM name and marks — is owned by Bloomin Learning Private Limited or used with permission. The product images and sample notes shown are our own content.
You may view and share links to the site, but you may not copy, reproduce, resell, or create derivative works from our content without our written permission.
07 Acceptable use
Please use the site fairly. You agree not to:
- scrape, harvest, or bulk-download the site or its content by automated means;
- attempt to disrupt, overload, probe, or gain unauthorised access to the site or its systems;
- submit false information, or someone else's personal data without their consent;
- use the site for anything unlawful or to infringe anyone's rights.
08 No guarantee of exam outcomes
We describe our method honestly, but we make no promise of any exam result, rank, or selection. The UPSC examination depends on many factors, above all your own effort. Anything on this site is for preparation and information — it is not a guarantee of success.
09 Third-party links and services
The site may link to or rely on third-party services (for example our hosting and database providers, or our social profiles). We don't control those third parties and aren't responsible for their content or practices; their own terms and policies apply to them.
10 The site is provided "as is"
We work to keep the site accurate and available, but we provide it on an "as is" and "as available" basis, without warranties of any kind. We don't guarantee the site will always be uninterrupted, error-free, or current, and we may change, suspend, or remove parts of it at any time.
11 Limitation of liability
To the maximum extent permitted by law, BLOOM will not be liable for any indirect, incidental, or consequential loss arising from your use of this website. Nothing in these terms limits any liability that cannot be limited under applicable law.
12 Changes to these terms
As our offerings evolve, we may update these terms. When we make material changes we'll update the "Last updated" date above. Continuing to use the site after a change means you accept the updated terms.
13 Governing law
These terms are governed by the laws of India. Any dispute relating to this website will be subject to the exclusive jurisdiction of the courts at Bengaluru, Karnataka.
